This is what my index page looks like online (top):

    Short video capture shows how the menu changes on various screen sizes.

     

    Unfortunately, the code used to build this is showing its age.

    You might want to consider rebuilding with a more modern layout approach. Bootstrap version 5.3 is the latest.

    In my Chrome browser, your page looks like your second screenshot.

    I did notice you have a PHP script in the page though. By server default you need to save your pages with a .php file extension in order to run PHP scripts.
