Has anyone created a LMS using DW? I use a CMS that has a LMS component, but have never used it. I wish Captivate were part of the Creative Cloud so I could at least be familiar with its capabilities.

I have a hard time imagining what sort of bandwidth you would need for 10,000 people all playing educational videos on a website.

If you use scalable web services from Amazon, that should never be a problem.

Isn't that hosting on a Virtual Private Server just like everywhere else?

AWS is not everywhere else .  But like most hosts, they have different plans for different types of users
