Have a look at https://community.adobe.com/t5/dreamweaver/cs3-activation-no-connection-cs3-is-dead/m-p/9266520

Wappler is the DMXzone-made Dreamweaver replacement and includes the best of their powerful extensions, as well as much more!

CS3 activation servers are long gone. And the activation-free installer and replacement serial number program has been discontinued. CS3 and earlier are officially dead. And CS 4-6 are on life support. If you want product support from Adobe, you really need a subscription to Creative Cloud.
