Make <title></title> an editable region

DWCC18 will not allow me to make <title></title> an editable region. It insists on putting BeginEditable statement in the line below the <body> tag, as show here:

...

<body>

<!-- TemplateBeginEditable name="Page Title" -->Page Title<!-- TemplateEndEditable -->

...

Any suggestions?

    There's no need to add an editable region around the <title> tagset when creating a template in CC2018.

    When you save the page as a Template, DW will automatically place the <title> tags within an editable region like this...

    <title>Untitled Document</title>

    <!-- TemplateEndEditable -->

    Along with a "head" editable region for things like javascript that looks like...

    Sounds like you're working with an .html file and not an actual Template.dwt file.
