Make toolbar align horizontally under menu

I just reverted to DW 19.2.1 and am trying to make the vertical toolbar align horizontally under the menu like in the older versions. I have dragged and dropped on the horizontal area but can seem to make it work. Is there another way?

If you're talking about the Common Toolbar, unfortunately that one cannot be made horizontal.

The leftside toolbar cannot be repositioned. See overview of workspace.
