Can 2 different Dreamweaver account holders manage 1 site?

    You can also use GIT to track the work done by multiple developers and manage which version of the code is live etc.

    Yes, if you use file check-in/out features to ensure you're not working on the same files at the same time.

    Before starting an editing session, collaborators check files out of the server, download them to their local computer HD. At completion, collaborators upload files to server and check them in again.  It's like borrowing books from a library.
