Menus are grayed out in new Dreamweaver CC 18.0

I am trying to migrate from CS6 to CC18 (downloaded from Adobe Creative Cloud app), which a totally different GUI.  All of my Library and Template tools (Tools menu) in CC are grayed out and can't be used.  Been unsuccessful finding any solutions in the Help files.  How do I get these items to work?

    Make sure that you do not have Live view selected
