Menus.xml error preventing dreamweaver from starting: Dreamweaver CC 2018

Menus.xml error preventing dreamweaver from starting. I have followed instructions to delete the current menus.xml and rename menus.bak to menus.xml. And I have uninstalled multiple times. No luck!
