Meta name tag info

Is it considered best practice to put the meta name tags ("description," "keyword") in the Head section on all pages on the site, or just on the index.html page?

Better to put them on all pages. In fact, it's better to put them on all pages, and make them specific to each page rather than copy/pasting the same description and keywords into every page. If you think about it, it's just easier for search engine indexers and users to have as much unique information about every page in your site as possible.
