Mouse over effects

Hi you all, I have a problem, I promise my client a website with a bit o UX, the idea that I came up was like the mouse acted like a lamp and discovers the picture behind, is that posible at all, do you know where I can see the code to base my work?

    No mouse = no hover. 

    How do envision this working on touch screen devices like mobile, tablet, hybrids, 4K Ultra HD interactive displays and more? 

     

    Can you provide some online examples of what you want please?

     

    OnClick triggers will work on any device.  Maybe what you really want is a modal window?
