Moving Dreamweaver 13.0 Build 6390 to a new computer

Question

Hello.
 
I have been a member of Creative Cloud since 2013. I have purchased a new PC and want to move some programs from my old PC to a new PC.
 
I have 2 questions in this regard:
 
1:
How do I install Creative Cloud on a new PC, without paying again?
 
2:
I have Dreamweaver CC Version 13.0 Build 6390 installed on my old PC and don't want any updated version - but want to keep Version 13.0 Build 6390.
 
I realize that it is possible to install older versions through Creative Cloud - but the oldest available version is CC Version 18.2.1.
 
My question is: Where can I download Version 13.0 Build 6390?

Beginning in May this year, Adobe removed legacy versions from CC Desktop App and unlicensed certain versions for legal reasons.
