If you're a self-starter, while you commence looking for a front-end developer, I would recommend checking out the Bring Your Own Laptop series on YouTube: Bring Your Own Laptop - YouTube (there are several playlists for different aspects of using Dreamweaver). Explanations are clear and concise, and you may discover quick fixes to apply to your current site while planning and prepping for the next version.

Dreamweaver is a mere tool, a fancy text editor that assists in the creation of web sites. As such, a site cannot be defined as a DW site nor is a DW programmer required to maintain the site. The site can be maintained by anyone using a similar tool to DW; it is the working knowledge of HTML, CSS and JS that is important.

Google for a web developer in your area and I am sure all will be well. Alternatively, learn HTML, CSS and JS yourself. This could be a great starting point W3Schools Online Web Tutorials

I think Ben is right.  Look for an experienced web developer in your home country.   It's not the hammer that builds the house. It's the person holding it.
