New Dreamweaver Button Missing [Where is the Targeted Rule list arrow?]

Hi,

I'm in a course that uses the newest version of Dreamweaver 2017 I think and I'm having a terrible time finding the Targeted Rule list arrow. Please Help

Make sure the CSS button of the Properties window (go to Window > Properties if it's not open) is pressed...

This is what you should be seeing in the Property Inspector with the CSS button active. What do you see instead? Which operating system?

Both of these are exactly what I'm trying to find but I'm not sure how. I'm new to Dreamweaver and it's set to Standard view. How do you make the Properties tab shown in the screenshots pop up from the bottom of Dreamweaver? Again, I'm so new at this and I might not be wording it correctly. Please bare with me. I'm using Windows 8
