No permission to use Extract Panel [Branched]

I am having trouble using extract to insert an PSD image. It says I do not have permission to use extract panel which I do have a enterprise membership

Did you contact your IT dept admin to ensure you have proper access?

Did you put your PSD comp on Creative Cloud storage?
