Paste Special Greyed Out

This is a new issue that I am having after updating to DreamWeaver 20:

1. I used to be able to open a local Word-generated HTML file, select all, copy and then paste it into my DreamWeaver page and the formatting would come in with the text

2. Now, if I do this same action, the text comes in unformatted.

3. From the research I've done, it seems that I need to use the Paste Special option and choose to paste both content and formatting. 

4. However, Paste Special is greyed out. It's not an option for me.

Why is Paste Special greyed out?
