Possible properties panel and table insert menu glitch?

I'm not sure what's going on with DW 2017 CC but when I docked the properties panel to the bottom, put a table on the page, then put the cursor in the cell, the props panel will NOT allow me to scroll down to the other fields.  Please look at image below. See where it says HORZ - CENTER?  I cannot scroll down to the VERTICAL field and note the W field; below is the H field but I cannot get down there as well.

Another problem is when I add a table, the table box or interface is screwed up.  I have no idea why as the previous version of DW was working great.
