Preview On Device

I am the IT administrator and the user is signed into Adobe CC 5.2.0.436 and Adobe Dreamweaver 20.2 with a Federated ID. When they want to use the preview on device feature they get this error "You do not have access to this service. Contact your system administrator for assistance"  

When I use an Adobe ID for testing the feature works fine but as soon as the Federated ID is signed the error comes back. 

 

Is there a solution to this where the user can have access as I have tried everything on this website https://helpx.adobe.com/nz/dreamweaver/using/device-preview-troubleshooting.html but it hasn't helped?
