Switch to Design View as stated in the correct answer above.

That said, nobody uses old fashioned images maps anymore because they're not responsive on small devices.   If you must use an image map, don't use it for anything important like site navigation.

In 2021 it is amazing that people cannot read. This is a correctly answered post dated nearly a decade ago.

But to satisfy your Macomedia Dreamwever / 2003 :@ ????! it's incredible burble, have a look at a picture instead.
