Resize image with no Coms

Hi Guys,
Just now I can resize and display my images with coms on my server..

But If I did not have a com on the server to write to can I do this namually?

I have an image in a folder and it displays with the record pulled from the database, can I just tell the image to display to a certain size so it appears as a thumbnail and put some coding in to keep the aspect ratio of it all?

As I say I can do this with aspjpg etc but Can I do it with nothing installed is there a formula I can use to resize on my own?

Thanks in advance for any suggestions or thoughts.

You'd be better of using an image editing program to create a separate
thumbnail.
