Scroller functionality on my website is not working

A couple of people has contacted me to inform me that the scroller functionality is not working. That is true because it's not working when i use the wheel on my mouse. Please assist me in finding the error. The link and code is provided. I would greatly appreciate your assistance!

    The "couple of people" you mention are using either Chrome or Safari.

    jQuery needs to be kept up to date. A little over a year ago, Chrome and Safari introduced page scroll anomalies. We have several tools that employ our own smooth same-page scroll techniques and so we addressed the issue immediately. One of the problems in either using the open source scripts and CSS stuffed into Dreamweaver, or using third-part jQuery/Bootstrap plugins (especially free ones) is that you usually find out about bugs the hard way, through a client :-)

    I'm not about to fix a jQuery plug-in, but I can offer you a free copy of our Scroll To Top extension. Just message me and let me know if you want it and, if so, where to send it.

    I am one of the original Dreamweaver evangelists, from the good old days (1997). Extensions made Dreamweaver a successful program and one of my aims as an ACP is to freshen up this community a bit by letting people know that there are responsible and accountable developers out there who produce first-class tools.

    You might want to update your scripts to the latest versions.  I see you still have jQuery core 1x. There have been 2 significant updates since that came out.  Same goes for jQuery UI, migrate, easing, etc...

    Upon checking the link that you provided, I only see like a snippet of the each section: JQuery, migrate, easing and i don't see mouse wheel.

    Mouse wheel is on Github and they have logged the Safari 9 bug.
