"this document only" styles missing in "css styles" panel

After reinstalling Dreamweaver cs 5.5 on a fresh version of Windows 10 64-bit,  existing pages created with a template do not display "this document only" styles in the "css styles" panel.  The linked style sheet is present.  New "this document only" styles are placed at the beginning of the document  (line 1) and show in the css panel.

How can the issue be fixed to show existing "this document only" styles and add new ones to the correct place in the page?

The problem was not corrected by the recommendations.  The actual cause was Dreamweaver incorrectly parsing content between NOSCRIPT tags in a Facebook pixel script.  Removing the culprit solved the problems.  Thanks for your suggestions.

Yes.  It is the only site on my PC with the problem.  I recreated site with same result. Another PC has similar issue with the site but the css file names are only listed (i.e. the [+] preceding the css file are missing) and no "this document only" styles.

CS5 is legacy software.  I can't  remember that far back as to how it handled CSS.   But when things don't work as expected, it's often caused by code errors such as a missing bracket or semi-colon.   Or it could be the result of a corrupted Configuration file.
