Where can I find the timelinepanel in the new DW or how else can I control when I want a html-window to start and to stop on my homepage?

Unfortunately do to a forum glitch, this thread got wiped of its original answers.  I will therefore try to make it current for anyone who finds this in a web search.

Timeliness in DW are a thing of the past.  They relied on Flash which is outdated now.

Use Animate CC to create your animation but do not export it to SWF (Flash).   These days, very few people have devices / browsers that support Flash.    Instead, export your project to SVG or CSS3 + HTML5 Canvas + jQuery/Javascript.

Below is a working example of SVG intro on page load that fades away after a few seconds.  View source to see the code.

You can use CSS Transistions, CSS Transform or just JavaScript/jQuery to prepare and control animation and appereance of window/layer.

The easiest way is using CSS transitions - try this

There is no timeline panel in Dreamweaver. That feature was removed many years ago. What is your use case?

    Thanks,
