using the recordset nav bar

I have a really bizarre situation. I can view my recordset nav bar in the DW 8 live data view, but when I hit F12 to load the page into my browser the recordset nav bar won't display. What is really weird is that when I check the output of the HTML source code that <a> anchor code for the next in last interface is clearly present. As you can see looking at the html the tags are all lined up but just refuse to show in the browser.
Can anyone advise?
