It really all depends on the user.

If you understand the basics of html, css and javascript, Dreamweaver is a decent choice. Muse was Adobe's standard for non-coding designers, but the program is being discontinued in the next couple years.

There are a lot of other programs available, all with benefits and shortcomings that will affect different users in various ways.
