Frames have been removed from the html5 specs, and Dw is trying to move forward to support modern specs.

As a part of this improvement program, obsolete items are being removed.

Backward compatibility be damned, it sounds like. DW could have kept it in as a legacy feature. We have older training that require updates and we're not about to spend a lot of $$$ rewriting them for HTML5 if not necessary. Why assume everything is viewed on mobile devices?  Large training courses my company develops can only be viewed on larger screens.

I can't remember when Frames were finally dropped from DW because it was so long ago.   You might revert to CS6 and see if that still supports them.   See screenshot from CC Desktop App for installing Previous Versions.

Frames don't work in mobile devices.  My advice is to rebuild your site without the obsolete Frames.

"Visual Aids" themselves are still there, but only when you are in Design View.

When Design View is selected, you can go to View > Design View Options > Visual Aids to get to the ones that are available. Frame Borders is not an option in my test page, but it's possible it "might" appear if you are in an old frameset page, I don't have one to test and creating Frame-Based pages is no longer an available option in the DW interface.

I don't recall that being an option, but I haven't used Frames in at least 10-15 years either.

My guess would be it was removed when Frames themselves were dropped from the HTML Spec.

DW has been on a "modernizing" kick as of late, so a lot of the older methods that are no longer part of HTML5 have been phased out, or have become fairly difficult to use/find in the program.
