Some of my webpages are not fully occupying i.e. being spread out on the entire screen, there is a small unoccupied section on the bottom of the screen and on side...even with width and height set to 100%...can anyone tell how to spread pages evenly on all screens?

Page height is determined by content.  Most sites typically have long and short pages.  If you're using a tablet, you won't notice the extra space at the bottom.  However on large desktops you might.
