Webpage map + selectable information layers (icons with rollover pops)

Need a vector towards the right starting point - I have no idea!  I am tasked to map and populate a route with various land marks along the way, zoomable and pannable, with icons for landmarks which show a popup when they are rolled over.  Simple but search terms aren't really turning anything up.  Any experience or pointers?

Rollovers don't work without a mouse.  Most people use touch screen devices that have no mouse.  Therefore, whatever you build will need to be triggered by tap/click gestures, not mouse-dependent rollovers.

Two GREAT points made there.  SVG seems perfectly the way forwards, any idea's how to put small icons ontop of it which are clickable - a point about touch device vs rollover I had not considered and it absolutely spot on!

Icons would be part of the main vector graphic that you create in Illustrator, etc...

Sounds like you need an Interactive or Animated InfoGraphic.   Basically SVG (scalable vector graphic) combined with JavaScript and CSS code.
