Welcome page not displayed in Dreamweaver

I am in dreamweaver and my welcome screen doesn't appear. I went into Edit, Preferences and there is not box to check for the welcome screen. I am trying to use the fluid grid layout and it won't appear.

Which version of DW?

Legacy Fluid Grid Layouts were removed from CC 2017.

I followed the answer to the welcome page not displaying by going into edit, preferences and checked the welcome screen box. It still does not show when dreamweaver is opened.
