When opening saved files some languages the text is broken and strange symbols are displayed

Hello,
I am experiecing problem when opening files in Dreamweaver. When I build a .html file everything seems to be working fine. After I save the file and close it, when I open it again there are some languages for which the text is broken and strange symbols are being displayed. I double checked the Econding properties and everything is set up correctly. 
For example here is a piece of the broken text:
Уикендът е тук, както и вашият незабавен рабат в казиното 🎉

  • Which version of Dreamweaver?
  • Which operating system?
  • What is the designated language of your computer and keyboard?
  • Are you seeing this in Design or Live view?

 

In Code view, which HTML language is specified?

And is charset UTF-8?

 

Example with English:

<!doctype html>
<html lang="en">
<head>
<meta charset="utf-8">

The version of Dreamweaver is 21.3
I am on macOS Monterey Version 12.6
English UK is the language of my computer and keyboard.
I am using both Code-Design View.
