Until you understand how WordPress and Child Themes work, you're not ready to build themes from scratch.  Start small and gradually work your way up to more advanced projects.

be aware that on his article, Joseph is using a @import style... I would you to use a registering and enquing your style... I better explain it through the following article... it is in french but you can google the web if needed...

Wordpress themes are not trivial. See :

I suspect that you'd be better off with https://pinegrow.com/ for that task.
