Adobe Exchange plug in's issues

I have been trying to download plugins from https://exchange.adobe.com/addons?pp=ALL. Every time I click on a plugin to see what it is or click to download I get an error message that says I don't have access to this content (see screen shot). What do I need to do to download plugins for my Adobe desktop apps?
