Installation failed, escalated privileges required?

I can't install an Add-on i bought from the Exchange store, I get:

The Add-on Ultimate Retouch Panel failed to install: It requires escalated privileges, click her for more information and try again.

I tried running CC as an admin, I tried turning off UAC, but nothing, I get no bubble asking for permission,

Hi There,

Request you to kindly get in touch with Adobe Add-on support at asupport@adobe.com. At this portal you will be assisted to get all add-on related issues resolved.

Please try below steps:-

  • Reboot computer, signing in as an administrator.
  • Once you log in as an admin on your machine please right click on Creative Cloud Desktop Application and login via admin rights
  • Open the CC Desktop App, then please log into https://exchange.adobe.com/addons/my_addons
  • Then click on ‘Remove’, then ‘Install’. Please wait a few moments, then check the ‘Activity Stream' in the CC Desktop App, and confirm if it states that installation was successful.
  • Also please make sure that file sync is on in CC app and you have logged in with the same adobe id (from which the add-on was purchased) in CC desktop app and https://exchange.adobe.com/addons/my_addons
