Signing a CEP Extension with Apple Developer ID

I'm trying to use my Apple Developer Application ID to sign my CEP extension. However, it gives me this error for the .p12 I made from Keychain Access.. Any ideas why?

"Unable to build a valid certificate chain. Please make sure that all certificates are included in the certificate file."
