There are several. I've tried Digital Video Anarchy's Transcriptive, I've also tried Trint. Both have free trials but ask for a subscription for some features.

Another way to go is to upload your video to youtube, let youtube auto-generate captions, then you can download them and edit them as a .vtt or .srt file... which you can also use with the plugins above.

There are many other methods and options, but keep in mind that the better your audio recording is (in the video) the better the transcription will turn out.
