How do I create Rollover Zoom effects for 7 separate hotspots in an Image Map?

I am trying to create an image map that has 7 hotspots.

Each hotspot needs to independently zoom in and enlarge by 1 1/2 it's normal size when you rollover it.

It also needs to have a clickable hyperlink that will  take you to another page.

How do I do this from start to finish?
