Pop-Up Showing up correctly

This is what happens when I create my Pop-Up Menu...Below is all the settings for this particular pop-up menu. Am I missing something?

Note: This does the same thing no matter if I pick a Hotspot Tool or the Slice Tool

    #1 You're using discontinued software. If you must use Fireworks for graphics, fine.  But DO NOT allow Fireworks or any graphics app to generate code for you.

     

    #2 This is nearly 2021 and nobody uses those wretched menus anymore.  Here's why.

    The web has changed too much in the 15+ years since those awful menus were originally conceived. Nowadays, almost everyone uses modern mobile/tablet devices.  So you need responsive solutions that work on ALL devices and screen sizes.  Have a look at this basic code tutorial.  NOTE: no images required.
