A pop up that looks like official adobe upgade keeps coming up on my screen wanting me to upgrade my flashplayer. I have not "upgraded yet" the web address of this upgrade is ""https://xeofewhisper"" this looks suspicious and it come back frequentle

Yep.  It's hard to guess about the origin of the pop-up, but if you're seeing it all over the web while you're browsing, you might want to power-cycle your router, then immediately update the firmware.  There's a worm that infects a wide swatch of consumer-grade routers, which injects similar notifications into webpages.  People generally aren't good about keeping the firmware on their hardware up-to-date, and manufacturers historically don't set them to automatically update. 

If this sounds like you, updating your router's firmware regularly is a good practice, and may resolve the source of those pop-ups.  If it doesn't, I'd run a reputable anti-virus and anti-malware package on your computer, as it's possible that similar tricks are happening locally...

As the OP states, that's most likely spam as that's not the official site to get Flash Player from.  I recommend updating your anti-virus/malware/adware software and running a complete scan of your system

Unfortunately that website is not coming up and a search for the owner of the domain is also not successful.  If you provide a screenshot of the pop-up, including URL, I will forward it to the fraud department.

Without knowing where you are seeing that, my GUESS is malware on a web page
