Active X and PAPI file

Are these 2 installs the same file?  Both links downloaded this file install_flash_player_32_active_x.msi

    I'm not able to reproduce.  The ActiveX link downloads the ActiveX Control MSI and the PPAPI link downloads the PPAPI MSI.  Hovering the mouse over both links also shows 2 different links in the browser status bar.
