ActiveX Control for Flash Player could not be registered

I have the latest Flash Player installed but a program that uses IE (Everquest 2) doesn't seem to recognize it and I get this error when the program tries to install the latest Flash Player anyway

I've gone through ALL of Adobe's Flash Player  support. Uninstalled Flash Player. Reboot twice. Install newest Flash  player. Reboot twice. Same error. I've tried running the launcher and Flash Player  installs "As Administrator" in every concievable way possible. I've  disabled firewalls and antiviruses. I'm not a novice computer user &  have tried just about everything. Coming here for help was my very last  resort.

    Unfortunately I had tried this earlier with no success.

    Just a few minutes ago however I did go into my registry and allow permissions on everything (from what I could tell) & I'm still getting the error.

    It seems like the application (Everquest Launcher) itself is the problem. I can install & uninstall Flash Player all day long and Flash content works fine on any browser of my choice, but when I run the Everquest Launcher it doesn't seem to recognize that Flash is installed and tries to unsuccesffully install it.
