Adobe 11 Standard and the demise of Flash Player

Is there any recourse for Adobe 11 Standard and Portfolios?

I believe you're asking about Acrobat/PDF stuff.  You're asking the Flash Player team about Acrobat features.  The Acrobat and Reader teams would be better suited to help.

 

That said, Flash Player EOL was announced back in 2017:

The Acrobat team made a number of changes to their application to ensure that Portfolios (and other Flash-dependent UI in Acrobat) would work without Flash Player installed. 

 

Updating to the latest version of Acrobat / Reader will probably solve your issue.  If not, the Acrobat community is much better positioned to give you advice specific to those products.
