Adobe flash downloads but isn't recognized

I have installed Adobe flash over and over.  It says it's complete and the next time I try to watch a video it says I must download adobe.  I have looked at manage add ons.  It is there and enabled.  I have gone to all programs and it  is there.  I went to the start menu/all programs and it isn't.

HELP!

    Run the Flash Player Uninstaller as applicable for your machine(i.e.Windows or MAC) and remove flash player.

    For MAC : http://helpx.adobe.com/flash-player/kb/uninstall-flash-player-mac-os.html

    For Windows : http://helpx.adobe.com/flash-player/kb/uninstall-flash-player-windows.html

    Restart the machine.

    Download and Re-install Flash Player.

    Restart the browser and check.
