Adobe Flash Install GPO issues

When trying to update Adobe in our office using GPO 2 of our users had issues with it not installing correctly. In fact windows says Flash is not installed at all.

When i ty to run the installer manually i get the following.

The feature you are trying to use is on a network resource that is unavailable.

Click ok to try again, or enter an alternate path to a folder containing the installation package in the box below.

Now i browse to where the MSI is located and click okay, i then receive this error:

The file " FileName " is not a valid installation package for the product Adobe Flash Player 28 ActiveX

Anyone  know of a fix ?
