adobe flash is out of date, all instructions no avail - Vista/Chrome

operating system version COMPAQ windows vista , web  chrome  flash version, don't know

here is my problem

THIS IS THE MESSAGE I GET AT THE TOP OF THE INTERNET: ADOBE FLASH PLAYER WAS BLOCKED BECAUSE IT IS OUT OF DATE: UPDATE PLUGIN, RUN THIS TIME,

Go to menu> Settings>Advanced>Under Privacy and security >>Content Settings>Flash  OR simply type chrome://settings/content/flash and press enter.        DID THAT, no flash to click

INSTRUCTIONS

Step 1: Turn on Flash

On your computer, open Chrome.

At the top right, click More Settings.

At the bottom, click Advanced.

Under "Privacy and security," click Content settings.

Click Flash. (there is no flash)

Turn on Allow sites to run Flash.

Turn on Ask first.

Go back to the page with the Flash content.y that the Adobe Flash Player plugin has been updated as per Google Chrome requirements:

WHEN I CLICK on the yellow banner: RUN THIS TIME, IT GOES AWAY THEN COMES BACK

MORE INSTRUCTIONS

On your computer, open Chrome.

Click Flash. THERE IS NO FLASH;  cookies  images, javascript key generation, handlers plugins pop-ups, location, notifications, full screen, mouse, you get the picture-so i can 't: Turn on Allow sites to run Flash.

Turn on Ask first.

Please see cannot update Flash, Chrome on WinXP, it applies to Vista as well.
