I am trying to open a website that requires you to use adobe flash player and can't get it to work. I have tried the test flash player and it says mine is disabled and to follow the steps to enable and use it I have done so and it still is not working. what can I do to get it to work so that I can get my work done for the state of NC?

Depending on what your agency has done with regard to enterprise security configurations, you may need to rely on your local helpdesk staff to help you resolve this.

That said, it's usually a matter of enabling Flash Player in the browser (Flash is disabled by default):

To give you any useful advice beyond that, I'm going to need to know more about the specifics:

It's also worth pointing out that Flash Player reaches it's end of life this year.  Hopefully your organization has a plan to remove this Flash dependency before the end of the year.  You may want to share the original EOL announcement from 2017 with the folks in charge of that infrastructure, just in case they missed it.

There are some options for organizations that absolutely must continue using Flash beyond 2020.  Our technology partner HARMAN will be maintaining Flash Player moving forward, and enteprises can license that technology from them.  I'm sure that representatives from HARMAN would be happy to talk to the state about it.
