Adobe Flash Player 23 PPAPI doesn't work on Vista

My operating system is Windows Vista Home Premium 32-bit, and the problem I'm having is after having downloaded Flash Player 23 ppapi, I see that in Control Panel, the installation date shows up, but the program size does not, which makes me suspect that the program did not fully download. Also, I cannot get flash player to function, doesn't matter what website I'm in, and know that the browser that I'm using is Opera 36.0. That's it, and know that Yes, Adobe Flash Player does show up as being Enabled.
