Adobe flash player 28 susceptible to APSA16-02 or APSB16-15?

Hi,

Would Adobe confirm if Adobe Flash player 28 susceptible to vulnerabilities which are associated to prior versions of Adobe Flash Player?  Adobe flash player 28 release notes, Release Notes Flash Player 28 AIR 28, say 'Assorted security and functional fixes' but does not indicate if it requires every Adobe patch to a vulnerability on a prior version has to be installed on the system or if all the vulnerability fixes are already embedded in that Adobe Flash player 28.

Please advise as this information is needed to address an auditing inquiry.
