Adobe flash player

I cannot get the latest version of FlashPlayer to work in windows 7/64bit. I cannot play you-tube or facebook videos and any attempts suggest that I download the latest version to view the video. I have repeatedly downloaded, installed and restarted the computer to have the install become effective and yet all videos still will not play. What have I done or do I need to do to get this function to return and be usable?
