Adobe Flash Player ActiveX ver. 10.0.22.87

I was visiting a website that utilizes Adobe Flash, and it said there was an error and that my Flash Player might need to be upgraded.  So, I upgraded to the current version (10.0.22.87) and now I can't view anything Flash.  I've tried uninstalling Flash and re-installing several times, including manually downloading the Flash installation file and installing it locally from my PC.  I get the same result every time, just a red "X" in the corner of whatever Flash item there is on the website.

I've been seeing several complaints of Flash not working, or the installer not working properly.  Is this related?
