adobe flash player buffering problem

After running for a few minutes -- or less -- Adobe Shockwave Player keeps stopping video display for buffering, on C-SPAN and other news sites.

I have to MANUALLY clear the Cached Web Content.

This happens in both Firefox and Internet Explorer.

I'm running Windows 10 Pro (latest update), 64-bit.
