Adobe Flash player does not work

I have a laptop with Windows 8.1 installed. I recently downloaded Photoshop CC but can not play any of the tutorials that I have tried. Other video content from other sites does not seem to work so I think that the issue is more to do with Flash Player. I have checked that it is installed and I have downloaded the most recent 64 bit update, but still have had no success. I am using Internet Explorer 11.

    Have you checked on the Adobe Testpage

    https://helpx.adobe.com/flash-player.html if the installed Flash Player is recognized and what version is reported?

    I have checked the test page and followed all the steps on the page concerned with troubleshooting Flash Player on Windows 8, but have had no success.

    So it does work on the testpage and what version of Flash Player does the test page report in your browser?
